Chad L. Wilkins
Chief Executive Officer

Chad Wilkins leads OptumHealth Financial Services, whose products and services make health care simpler, more accessible and more affordable. OptumHealth Financial Services includes OptumHealth Bank, Member FDIC, a leading health savings account (HSA) administrator; third-party administration (TPA) of health accounts and other benefits; and world-class transaction processing services with the largest electronic payment network in the industry.

Under Wilkins’s leadership, OptumHealth Financial Services has experienced:

  • Strong growth through improved distribution among benefits consultants and strategic partners and resellers
  • Accelerated adoption of electronic payments among health care providers
  • Heightened individual engagement in health care savings and spending as a result of unique consumer education programs

The company is also pursuing new business opportunities that capitalize on its position as the only financial services company dedicated to health care.

Before joining OptumHealth, Wilkins spent more than 25 years in financial services. At U.S. Bank Corporate Payment Systems, he was instrumental in building one of most successful commercial payment groups in the industry. He served as the senior vice president-commercial large market, leading a segment that grew to more than $13 billion in annual volume.

Previously, Wilkins was a regional sales manager with Citicorp Diners Club and a commercial loan officer with United Jersey Banks. Wilkins earned his bachelor’s degree in government from Lehigh University.

Kelvin L. Anderson
President, OptumHealth Bank

Kelvin L. Anderson is president of OptumHealth Bank, Member FDIC.

Anderson has 20 years of experience in bank operations, including finance and regulatory compliance and credit card payment operations. Before joining OptumHealth Bank in 2008, he was chief operating officer and chief financial officer of both Escrow Bank USA and Capmark Bank, building and sustaining operations at both banks during periods of rapid growth.

He is a graduate of the University of Utah with a bachelor’s degree in accounting.

Howard Buff
Senior Vice President, Health Wealth Administration


Howard Buff leads business development for OptumHealth’s health account, retirement and benefit administration services as senior vice president, health wealth administration.

Before joining OptumHealth Financial Services in 2009, Buff was president and chief executive officer of UnitedHealthcare Benefits Services (UBS), which provides third-party benefits administration, and for some time held a concurrent role as chief operating officer for UHC Consumer Services. He started his UnitedHealth Group career in Optum, where he led a national team focused on enhancing the customer experience.

Buff has held various senior executive positions at Vsource, Administaff and Paychex. He has a degree in business administration from Rochester Institute of Technology and holds professional insurance licenses in health, life, property and casualty.

Zahoor Elahi
Senior Vice President, Payment Solutions

Zahoor Elahi is senior vice president, payment solutions, for OptumHealth Financial Services. He joined the company in 2011 to lead the company’s expansion of its electronic health-care payment solutions for health plans, providers and consumers.

Elahi has more than 20 years of leadership experience in management, product development and business growth. At Fidelity Information Services (FIS) he led the growth of two business units providing payment solutions and information technology to providers, payers, third-party administrators and banks, among others. Previously, he acquired, developed and subsequently sold several successful fulfillment and payment businesses, one of which was acquired by Metavante and, ultimately, FIS.

Elahi earned a bachelor’s degree in engineering at the University of Michigan and a master’s degree in engineering at Cornell University.

Adrian Hebig
Vice President, Health Care Financing

Adrian Hebig is vice president, health care financing, of OptumHealth Financial Services. He joined the company in 2011 to lead development of credit and financing products and services for the health care industry.

Hebig has nearly 25 years of experience in commercial equipment finance and leasing. During his 20 years at U.S. Bank, he led and grew the emerging healthcare business. He held various executive positions leading to senior vice president for the business equipment finance group, responsible for approximately $4.4 billion in assets.

He holds a degree in business administration and management from Southwest Minnesota State University.

Bruce Moyer
Chief Operating Officer and Chief Financial Officer

Bruce Moyer joined OptumHealth Financial Services in 2008 and served as vice president, business development, before assuming the roles of chief financial officer in 2009 and chief operating officer in 2011. He has more than 25 years of experience in finance, accounting and management consulting for companies in the financial services and high-tech sectors.

Prior to joining OptumHealth, Moyer was a director in the Business Advisory Services Group for Grant Thornton, LLP, of Minneapolis and president and chief operating officer of Vision Technologies, Inc., of St. Paul, Minn.

Moyer has a bachelor's degree in accounting and a master's degree in business administration from of the University of Illinois at Urbana.

Matt Peterson
Senior Vice President and General Manager, Market Strategy and Development

Matt Peterson is responsible for working within Optum and United Health Group to develop and execute market strategies to address the financial service needs of employers, physicians and other health care providers, and health plans and other payers.

Before joining OptumHealth Financial Services in 2011, Peterson spent four years with OptumHealth Care Solutions, most recently as vice president for public market management. There he was responsible for developing profitable and sustainable health care programs for the public-sector market, including Medicaid, Medicare and federal clients.

Peterson has also held a variety of executive leadership posts at U.S. Bank and Bank of America, including leading a division that exceeded $1 billion in assets its first year in business. He has led several financial services start-up companies that exceeded $250 million in annual sales. He has more than 20 years of experience as a member of the military and currently serves as a lieutenant colonel and hospital/health care administrator in the Air National Guard.

Peterson holds a bachelor’s degree in business administration from the University of North Dakota, a master’s of business administration degree with a concentration in finance from the University of St. Thomas and a master’s degree in health administration from the University of Minnesota.

Diane Wells
Vice President, Stop Loss

Diane Wells brings over 20 years of insurance experience to her role as the leader of OptumHealth’s stop loss business, which helps protect self-insured employers against the risks of high group medical costs.

Throughout her career, Wells has held various underwriting and management positions in medical, life and stop loss programs. She began her career John Alden Life Insurance Company and was pivotal in the launch and growth of Alden Risk Management Services. Later she managed operations in Lincoln Re’s HMO reinsurance unit, and then directed the integration of actuarial and underwriting functions resulting from a stop loss acquisition.

She holds a degree in education from Bowling Green State University in Ohio and the FLMI designation.
